What is RCC?

Remediation Coordination Cell (RCC) is a unit that has been set up by the Department of Inspection for Factories and Establishments (DIFE) together with other industry regulators to manage the remediation work of RMG factories which were inspected under the National Initiative.

Why RCC?

The operation of the RCC marks a major step towards improving workplace safety in the RMG sector. The RCC will contribute to building the national capacity of regulators as well as collaboration between them. Ultimately, the entity which the RCC evolves into will take responsibility for relevant workplace safety issues once the Accord, Alliance and development partner support ends.

 

Who does what?

Factory Owners

For factory owners remediation should be seen as an investment to ensure that the business complies with all relevant safety standards. Factory owners will be responsible for undertaking various remediation steps and to liaise with government agencies when necessary. 

Government of Bangladesh

The Government of Bangladesh will ensure coordination between regulatory bodies as well as remediation initiatives. It will execute its legal mandate to ensure enforcement of national laws on building safety and occupational safety and health. The Government of Bangladesh will furthermore ensure transparency in the remediation process and ensure remediation data is made available.

Employers’ organizations

The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) and the Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA) will support the remediation process by encouraging factory owners to carry out required remediation work while also taking steps against any factory that does not carry out remediation as required.

Workers organizations

For workers remediation will ensure their safety. Workers organizations will help monitor the process of remediation in factories and act as a channel through which workers can convey any concerns in this regard.
